an arrear is due :
Provided that nothing herein contained shall debar Provisos. the proprietor from recovering by. suit from suoh occupant the mear of revenue or portion thereof whioh, owing to tihe default of such oocupant, has been paid by, or recovered from, him :
Provided further that nothing contained in this seotion shall be deemed to affect the power of the Collector to recover from the registered proprietor of such estate under any or all of the provisions of the said Act any arrear of revenue which may be due on such
