REGULATIOns NOTIFICATION New Delhi, the 23rd June; 1981 of the powers conferred by sub- G.S.R. 618. -In exercise section (2) 0f section 32 of the Sree Chitra Tirunal Institute %f Technology, Trivandrum Act; 1980 Medical Sciences and Government hereby makes the (Act 52 of 980) the Central following regulations namely Short title and commencement _(i) These regulations 1 be called the Sree Chitra Tirunal Institute tor Medical Sci- may ences and Technology, Trivandrum Regulations, 1981 . (ii) They shall come into force at once: these regulations unless tho context 2 Definitions ~In otherwise requires the Sree Chitra Tirunal Institute for (a) "Act" means Medical Sciences and Technology; Trivandrum Act, 1980 (Act 52 of 1980) . "Chairman" means the Chairman of the Governing (b) Body of the Institute. (c) "Director means Director of the Institute: "President" means President of the Institute. (d) "Member means member of the Institute. (e) (f) "Rules" means the rules made by the Central Govern- ment under section 31 of the Act: "Schedule means Schedule of theso regulations: (g) (h) "Section means section of the Act: "Standing Committee and Ad-hoc Committee "means the standing and ad hoc committee constituted under sub-section (5) of section 10. 3 Time and Place of Meeting of Institute --The Institute shall ordinarily hold its meetings in Trivandrum as many times as the President may determine, provided that an annual general meeting of the Institute shall be held every Year: 18 Power to Call a Meeting %f the Institute:-~The: President may; at any time; call a meeting of the Institute and shall do so it a requisition for that purpose is presented to him in writing bv not less than seven members specifving the subject of the meeting' proposed to be called 5. 5 · Notice for Meetings of the Institute - (i) Not less than fourteen clear days notice in wrlting of every meeting of the Institute shall be given to each member who is for the time being in 'India. A notlce %f meeting may be served upon any member either personally or by post under certificate of posting in envelope addressed to such member. an Such notice shall presumed to have been be properly delivered, (iii) Notwithstanding anything contained in sub-regulation (i) above, the President may call meeting at & sharter notice if he considers that there is any urgent matter to be discussede 6. Quorum: (i) No business 'shall be transacted at meeting of the Institute unless at least ten members are present: It within half an hour from the ` time appointed for holding & meeting the quorum is not present; the meeting shall stand adjourned to another day at the same place and notice of such adjourned meeting shali be given to each member Who is not present at the meeting the same day by post Or telegram or 'special messenger as the case may require Provided that the meeting s0 adjourned shall be held within fourteen days af the date on which it was originally proposed t0 be hold, (iii) If at any adjourned meeting also, the quorum is present 'within half an hour from not the time appointed for. the meoting, the members present at the holding meeting shall torm the quorum:
18 · Voting- ~All matters submitted to meeting of the Governing Body shall be decided by majority of the members present and voting thereat and in case of an equality of votes,
19 · Recording of business. ~() A record shall be main- tainedof all business transacted by the Governing Body. (ti) AI decisions of the Governing Body shall, as far as possible, be recorded in the torm of resolutions and an entry of such decisions in the book of proceedings of the Governing Body shall be conclusive evidence of the fact that such decisions were taken by the Governing Body. (iii) The proceedings of every meeting shall be circulated to the members of tho Governing Body within four weeks Of the meeting and shall be signed by the person presiding at the next meeting after due confirmation at that meeting; 20. Terms of office of members of the Governing Body and filling of vacancies: (i) The term of office of the Chairman shall be coterminus with his term Of office as President. (ti) The term of office of a member of the Governing Body shall continue as long as he is member of the Institute. (iii) The term of office of a member nominated by the Central Government under sub-regulation (vii) of regulation 11 shall cease as soon &s he ceases to be member of the Insti- tute %r till he is replaced by the Central Government whichever is earlier. (iv) The term of office of the Professor nominated by the President under Sub-regulation (viii) of regulation 11 shall cease a5 soon as he ceases to be Professor of the Institute or till he is replaced by the President whichever is earlier 21_ Standing and ad-hoc Committees (i) The standing and ad-hoc committees shall be as specified in Schedule Il Of these regulations_ (ii) Terms of office _~The term of office of standing committee shall be five Years from the date of its constitution and an ad-hoc committee shall cease to function as soon as the specific functions for which the said committee is appointed are completed provided that the President may by nomination till at any time ay vacancy that may arise in the composition of Standing Committee or an ad-hoc committee,
22 · Travelling and daily allowance to be paid to the 'Presi - dent and members of Institute, Governing Body ad Standing and ad-hoc Committees The President and Members of the Institute , Chairman and members of Governing Body and Members of various Standing and Ad-hoc Committees, who are not employees of the Institute shall be paid travelling allow ance, daily allowance and hospitality charges at rates as applicable to members of the Governing Body of Sree Chitra Tirunal Medical Centre Society before the commencement of the Act until altered by the Institute. 23. Facility for President-The President may be provided secretarial assistance 85 necessary and facilities such as stenographer, telephone, postage and stationery at the ex- penses of the Institute for effective discharge of his functions
24 · Powers and duties of Director (i) The Director shall be the chief academic and executive officer of the Institute and shall exercise such powers' and discharge such functions 05 are specified in Schedule IIl: (ii) The Director shall be in charge of the overall admini- stration of the Institute and shall allocate duties t0 officers and employees of the Institute and exercise such suporvision and exacutive control as are necessary.
26 · Admission to courses of studios -~Reservation of seats for candidates belonging to Scheduled Castes, Scheduled Tribes or other categories of persons shall be made in accordance with the relevant orders issued by tho Central Government from time to time.
27 · Conduct of Examinations ~~(I) Such number of super- visors, investigators and other staff a5 may be necessary tor conducting the entrance and professional examinations of the Institute, may be appointed by the Director and remuneration
28 · Qualifications for various posts in the instt: Age, experience qualifications, scale of pay and other details of under posts the Institute , shall be prescribed by the Governing Body keeping in view the qualification and experience 'prevalent ' for similar as 'Or ' comparable posts in ' Central Govern - ment Institutions.
