19 · Acceptancc of gifts etc. ~(1) Suve as otbzr- wiSe provided in these regulations, no employe: shall accept; or permit any mcmber of his fam { auy person acting 011 his behalf to acccpt any gli. Explanation The expression ""gift" shall include free transport, boarding, lodging or other service ur any other pecuniary advantage provided by any pers:)Ii other than near relative Or personal friend baving no official dealings with the employee bul shall not include cesual meal, lift Or other socia] bospitality. 8 · Procedurc For imposing minor penalties. (1) Whcre it is proposed to impose any of the nnor penalties spccilicd in clause (a) to (d) of regulation 4, the employee concerned shall be in- forined in writing of the imputations of lapses against him and given an opportunity to submit his , written statement of defence within a speclted period not excceding 15 days Or such cxtended period {IS may be granted" by the Diseiplinary Authority and' the defence statenent, if aly, sub- mitted by the Employce shall be taken into consi- dcration by the Disciplinary Authority before passing orders
17 · Appeal -(1) An employce may appeal against an order imposing upon him any of the penalties specified in regulation 4 or against the order of suspension referred to in regulation 12. The appeal shall lie to the Appellate Authority: (2) An appeal shall be preferred within 45 days from the date of receipt of the order appealed against: The appeal shall be addressed to the Appellate Authority and submitted to the authority whose order is appealed against. The auhtority whose order is appealed against shall forward the appeal together with its comments and the records of the case to the A ppellate Authority. The Appel- Jatc Authority shall' consider whether the findings are justified or Ihether the penalty is excessive or inadequate and pass appropriate orders_ The 4 ppcllate Anthority may pass an order confirming, enhancing reducing or setting aside the penalty Or remitting thc casc to the authority which imposed the penalty or to anv other authority with such direction as it may deem fit in the circumstances of the case
18 · Review. -(1) Notwithstanding anvthing containcd in these regnlations the Reviewing Authoritv mav call for the record of the case with- in six months of the date of the final order and after reviewino thc case nass such orders thcrcon as it mav dccm fit Provided that__(i) if the enhanced nenaltv which thc Reviewing Authoritv nronoc - ed to imnose is mainr nenaltv sreci- fied in clanses (e), (f) . (g) and (h) of
4 · and an inquiry aS provided in regulation 6 has not already been held in the case, the Reviewing Autho- rity _ shall direct that such an enquiry be held in accordance with the provisions of regulation 6 and thereaftcr consider the record of the inquiry and pass such orders as it may deem proper; (ii) if the Reviewing Authority decidcs to en- hance the punishincnt but an enquiry has already bcen held as provided in re- gulation 6, the Reviewing Authority shall give a show cause notice to the employee aS to why the enhanced penalty should not bc imposed upon him and shall pass final order after taking into account the representation, if any submitted by the employee.
19 · Consultation with Central Vigilance Com- mission S The National Housing Rank shall con- sult the Central Vigilance Commission whree neccs- sary; in respect of all disciplinary cases having a vigilance angle.
20 · Service of orders, notices, etc; ~Every order noticc and other process made Or issued under these regulations shall he served in person on thc employee concerncd or communicated to him by registered post at his last known address.

21 · Power to relax time-limit and to condone de- lays: Save as otherwise expressly provided in these regulations the authority competent under these regualtions to make any order may; for good and sufficient reasons Or if sufficient cause is shown, extend the time specified in these regulations for anything required to be done under these regula- tions or condone any dclay:

22 · Repeal and saving (1) Every rule. regu- lation, byc-law or every provision in any agrcc - ment Or 2 resolution corresporiding to any of the regulations herein contained and in force imme- diately before thc commencement of these regnla- tions and applicable to the cmplovees is hereby repealed. (2) Notwithstanding such repeal _ (a) any order made or action taken under the provisions So repealed shall he deemed to have been made or taken under the corresponding provisions af these regu- lations;
