2 · Aims & Objective: The aim of these rules is to provide social security by way of financial assistance to destitute; old persons, who are with out any means of subsistence and nobody is there such Rosition to support them in the evening of their lives

3 · Definitions: a. (6 Applicant" means the person seeking assistance. b_ "Application form means form prescribed under these Tules: C. "Family" means wife /husband minor children , disabled children, unmarried, Or divorced separated dalghters/ sisters, parents wbo are solely dependent on the applicant and earning children sharing & kitchen with the applicent? d. "Financial Assistance" means recurring financial aid till death as prescribed in these rules: e. "Investigator" means an official appointed by the Department of Social Welfare: f "Old" means any person who has attained the age of 60 years: g "Sanctioning' Authority" means District Social Welfare Officet, Department of Social Welfare, GNCT of Delhi.

4 · Eligibility: The applicant shall be entitled for financial assistance ifhelshe is-

6 · Verification and sanction 0f assistance: The District Social Welfare Officer shall be the competent authority for verification and sanction of the payment of allowance: The Competent Authority may satisfy himherself about the contents of the application by screening the documents submitted As & test check, in 5% of all cases submitted by the GRC-SKIDRC or in doubtful cases only, the Competent Authority may get the verification conducted _ through the departmental investigators or other officials or Anganwadi Workers specially deputed for the purpose:

7 · Quantum of assistance & Mode of payment: 8) Subject to the fulfillment of the provisions of the scheme, an allowance will be remitted quarterly in the bankI post office account of the beneficiary Rs. 1O00/- per month (Rs one thousand per month) pcr head through ECS of RBI 6) The assistance shall become payable from the month fom which it is sanctioned

8 · Stopping of Assistance: a) The Sanctioning Authority shall have the right to stop payment of assistance if at ay stage it is found that it was sanctioned O0 furnishing of fake information Or the conditions for which the assistancc was granted no longer exist: 6) Also, if the assistance was sanctioned on furnishing of false documents, penal action shall be initiated and appropriate ' liability fixcd against , pcople furnishing false documents: If a person resorts to professional begging; ie if the person has been apprehended and warned or any other proceedings conducted by the court in this regard against himl her, the assistance shall be forfeited Assistance shall cease to be payable on-the death of the beneficiary &nd if the person dies before receiving assistance for & particular period, the same shall lapse:

9 · Change of Address: a) It shall be obligatory for the person receiving assistance to intimate any change of address, alongwith proof; to the Sanctioning Authority within one month: of such change. 6) Persons ghifting to a place outside Delhi permanently shall not be eligible for this assistance.

10 · Appellate Authority: In case of any gricvance, the applicant may appeal to the Director, Deptt, of Social Welfare for redrcssal of his /er grievance in this regard: The decision of the Director ghall be final.

6 · Verification and sanction %f assistance _The District Social Welfare Officer shall be the competent authority for getting the verification done and sanction of payment of allowance. The Competent Authority may satisfy him/herself about the contents of the application by screening the documents subiitted and ger physical verification done only in doubtful cases . In five per cent of'" all sanctioned cases for thc period, the Competent Authority shall have random test check done by getting the physical verification conducted through the departmental investigators or other officials or Anganwadi Workers or any other agency especially deputed/identified for the purpose_
