25 · Curtailment Priority:-_When, because oi transmissicn or distribution capacity constraints or otherwise, it becomes necessary to curtain the intra-State transmission service of distribution (wheeling) service to the customers, the shor: term customers shall be curtailed first followed by the long-term customers: Provided that within a category: all users shall have same curtailment priority and shall be curtailed pro rata to the allotted transmission or distribution capacity in the case oi long-term customers and the reserved capacity in the case of short- term customers: 26. Others Commercial Condltlons._ Other cominercial conditions for transmission andlor distribution charges and scheduling and system operation charges, such as terms payment, creditworthiness, indemnification, and force majeure conditions shall be standardised within 60 days by the Licensee/State Transmission Utility for long-term customers and by the State Load Despatch Centra for the short-terms customers: 27 . Speclal Energy Meters 3 The Special Energy Meters shall be installed by the direct customers and also by the embedded customers. 28. The Special Energy Meters installed shall be capable of time dlfferentlated measurements (15 minutes) of active energy and voltage differentiated measurement of reactive energy as specified by the State Transmission Utility: 29. The Special Energy Meters shall be aiways mainiainea in gooa conaition 30. The Special Energy Meters for the direct customer or embedded customers shall be open for inspection by the person authorised by the STU or the State Load Despatch Centre or the Commisslon; 31_ Energy Losses. ~() The transmisslon customers shall bear average energy losses In the transmission system as estlmated by the State Load Despatch Centre and approved by the Commission: The energy losses in the transmission system shall be compensated by addltional injection at the injection point(s). The Information regarding average energy losses for the previous 12 months shall be posted . on the website of the State Load Despatch Centre STU and Licenseel(s): (iI) Open access customers avalling dlstribution service i.e. wheellng of electricity distribution system shall bear average energy losses in the distrlbutlon system estlmated by Distrlbution Llcensee for the voltage level applicable to such open access customer and approved by the Commlssion; The energy loss in the distributlon system shall be compensated by addltional Injectlon at the points of injection to the dlstrlbutlon system: 32. Compllance of Grld Code:~The open access customers shall comply with the provisions of the Grid Code In force from Ilme to Ilme: 33. Collectlon and Dlsbursement of charge._() The transmlssion chargea 2nd wheeling charges shall be payable directly to respective STU andlor Ilcansea8: (ii) Scheduling and system operation charges shall be collected by the State Load Despatch Centre. The State Load Despatch Centre may require the transmlsslan/ wheeling charges and scheduling and system operational chargea to be paid in advance for a mzximum period of dhie month, the detalled proeedure for which shall be finalised by the State Load Despatch Centre (iii) Long term customers shall pay Rs thirty thousand (Rs: 30.000.00) as annual service charge for scheduling and system operation etc. to State Load Despatch Centre.
108 · ] Jharkhand iccal Acis Feg; (ii) The generating company or & licensee contracting to effect supply to open access consumer shall provice Special Energy Meters as Main Meters interconnecting points as specified in metering code and shall arrange communicatic of metering date to Regional Load Despatch Centre andlor State Load Despatc Centre on real time basis and periodically as desired by SLDC. (iii) The Distribution licersee may provide Check Meters of the szme specification as Main Meters_ (iv) The Main 2nd Check Meters shall be periodically tested and calibrated cy Licensee/State Transmission Utility in the presence of others party involved. Main and Check meters shall be sealed by both parties_ Defective meter shall be replaced immediately: (v} Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorisad office; of distribution licensee and open access customer or his representative, if present: Meter 'reading shall be immediately communicated t0 State Load Despatch Cartre , consumer State Transmission Utllity &nd Generating Cemparyltrader; as the case may be, by the distribution Ilcensse, within 12 hours_ Check meter readings shall be considered when Main Matai3 ara iound tc be defective or stopped: Provided that if differenca batween the readings 0f main and check meter vis" 2-vis mair meter reading exceeding twice the Fercentage error applicable :0 relevant cless, both meters shall be tested and one found defective shall: be immedlately replaced and reading oi other will be considered: Provided further that distiibution licensee for the purpose of this clause shall be the distribution licensee operatlng and maintaining distribution system of the area ir which consumar prerises are lccated_ {vi) An open access customer or generating company or licensee may request STU to provide Special Energy Meters. In that case he shall pay for the cost, installaticn and maintenance of meters 2s per the charges approved by the Commissior arid the meter shall be maintained by STU. (vli) Main ard Check Meters shall have facility to communicate it reading to State Load Despatch Centre on real tima basis or otherwise as may be specified in metering code, and.
