Notifications in the provision of Goa Daman and Diu Information Technology Act, 2007(Act 10 of 2007) GOVERNMENT OF GOA Department of Information Technology Directorate of Information Technology Proclamation 1(128)/DOIT/Notified Area/2007/1162 Read: Notification Series I No. 35 dated 5 -12 -2006, published in the Official Gazette,Extraordinary No. 2. Whereas vide Notification Series I No. 35 dated 5 -12 -2006, published in the Official Gazette, Extraordinary No. 2 (hereinafter called the said Notification), in exercise of the powers conferred by clause (1) of Article 213 of the Constitution of India, the Governor of Goa promulgated the GoaInformation Technology Development Ordinance 2006 and established the Goa Information Technology Development Corporation (hereinafter called the said Act); And whereas the Government of Goa now proposes to declare certain areas as specified in theSchedule hereto (hereinafter called the said areas), to be notified areas to declare that the provisions of any law relating to local authorities providing for control or erection of buildings, levy and collection of taxes, fees and other dues to the local authorities which are in force in the said areas shall cease to apply thereof and that the Municipalities and the Village Panchayats, which were receiving house tax from the occupants of the said areas, under their respective laws, shall be compensated by the Government to the extent of the last financial years collection of taxes, for a period of five years, in terms of clauses (a) and (c) respectively of sub-section (1) of section 38 of the said Act; And whereas the Government of Goa also proposes to appoint the Dy. 1 · Government of Goa (GoG) has a mandate to improve the efficiency and productivity of operations of all departments in addition to being citizen centric and desires to create a mechanism to deliver public services by leveraging the infrastructure like Goa Broadband Network (GBBN), State Data Centre (SDC),Digi-Locker, Payment Gateway, e-Sign, Common Service Centre, existing back-end application through the project "E-District" and which is available at https://www.goaonline.goa.in .

2 · Under this project, the concerned Department has a mandate to fine tune their application and integrate with e-District Platform to deliver Government Services electronically.

3 · E -District project envisages integrated and seamless delivery of citizen services by District Administration/State Administration through automation of workflow, back end computerization, data digitization across participating departments.

4 · The Citizen/Applicant shall apply for desired e-services available under this project at https://www.goaonline.goa.inand shall strictly follow the prescribed procedure defined/notified for delivery of a particular e-Service by the respective Department.

5 · The Citizen/Applicant shall affix his digital signature generated through AADHAAR based Online eSign Electronic Signature Service of Controller of Certifying Authority of India on the electronic record of the application available at a particular eService, coupled with the electronic copies of the documented presented in support thereof and shall store the same on the prescribed IT Infrastructure in the prescribed manner.

6 · The appropriate public authority, after following the prescribed electronic workflow shall issue/grant of any license, permit, certificate, sanction or approval through this project by affixing his digital signature generated through AADHAAR based Online eSign Electronic Signature Service.

7 · The license, permit, certificate, sanction or approval issued by an appropriate public authority can beverified online at https:// www.goaonline.gov.in .

8 · The process of applying e-Services by Citizens/Applicant and also the issue/grant of any license, permit, certificate, sanction or approval through this project by an appropriate public authority using AADHAAR based Online eSign Electronic Signature Service is legally recognized with the virtue of the rules framed by Ministry of Communications and Information Technology, Government of India vide Notification dated 27 -1 -2015 in the exercise of the powers conferred by sub-section (4) of section 3A of the Information Technology Act, 2000 (21 of 2000) namely Electronic Signature or Electronic Authentication Technique and Procedure Rules, 2015.

9 · Therefore, it is hereby notified that the e-Services which are mentioned in Annexure -A would be delivered to the Citizen through this project with immediate effect. Also, as and when new e -Services are enabled through this project the same shall

10 · To give effect to the aforesaid directions, the Departments are directed to issue a suitable notification, indicating the e-Services which will be delivered along with the number of supporting documents required to avail e-Service, Time Frame and any specific procedure required for e-Delivery. A sample Notification is enclosed as Annexure -B.

11 · This is issued with the approval of the Government.
