Delhi Electricity Regulatory Commission Viniyamak Bhavan, C-Block, Shivalik, Malviya Nagar, New Delhi-110017 F.17(174)/DERC/Engg./17-18/5856 Order (Date of Order: 06.02.2018) Whereas the Delhi Electricity Regulatory Commission (Supply Code and Performance Standards) Regulations, 2017 (hereinafter referred to as Regulations) provides for release of temporary electricity connection on payment of certain charges. And whereas Regulations 16(14) and 16 (15) of the Regulations provide for extension of the period of temporary connection on the payment of applicable electricity charges , provided it is applied at least one day before the date of expiry of temporary connection . And whereas for release of temporary connection, as per Regulation 16(9)(i) of the Regulations , along with other charges, a onetime non-refundable charge for consumables, non -retrieval of equipment etc. is payable by the consumer . And whereas DERC Order dated 31.8.17 regarding schedule of charges and procedure under the Regulations provides for separate rates of onetime non-refundable charges in respect of temporary connection at HT Supply and LT Supply. And whereas, the distribution licensees are facing difficulty for want of clarification in regard to the following issues of temporary connection: (i) Whether onetime non-refundable charges for consumables include the charges for service line , (ii) Whether onetime non-refundable charges are to be taken again from the applicant even if the period of connection is extended before the date of expiry of temporary connection , (iii) The rates of charges payable by the consumer, who applies for temporary connection at LT supply, load of which qualifies under HT supply category. Now, therefore, the Delhi Electricity Regulatory Commission in exercise of its Rule TOC
2 · Temporary connection:
2 · 1 Onetime non -refundable charges: (1) Onetime non-refundable charges for consumables include the charges for service line.
2 · 2 Demand of onetime non -refundable charges again: (1) If the temporary connection is applied before the date of its expiry, the distribution licensee shall not, again, demand one-time non-refundable charges .
2 · 3 The applicable charges for temporary connection at LT supply , load of which qualifies under HT supply category: (1) On receipt of an application for temporary connection at LT supply, load of which qualifies under HT supply category , the distribution licensee shall provide connection at LT supply and shall demand the non-refundable charges notified in DERC Order dated 31.8.2017 both for HT supply and LT supply .
