3 · Contractor's licence and eligibility conditions. (1) There shall be four classes of Electrical Contractor's licence, as specified in column 2 of Schedule-I.
4 · Supervisor's Certificate of Competency to work and Permit to work as Supervisor, Eligibility Condition. - There shall be two classes of Supervisors, as given in column 2 of Schedule -II. Supervisor's certificate of competency (SCC) to work or permit to work as Supervisor shall be granted to the candidates by the following mode: -
5 · Wireman's Certificate of Competency to work and Permit to work as Wireman, Eligibility Condition. - Wiremen's Certificate of Competency (WCC) to work or Permit to work as Wireman shall be granted to the candidates by the following mode: -
6 · Permit to work as Chartered Electrical Safety Engineer, Eligibility and conditions. (1) Permit to work as Chartered Electrical Safety Engineer shall be granted to those who have the following qualification and experience: -
7 · Initial Validity of Electrical Contractor's Licence. (1) Every licence granted to Electrical Contractor under these rules shall have initial validity for a period of, -
8 · Validity of Certificate and Permit of Supervisor and Wiremen and Permit of Chartered Electrical Safety Engineer. - (1) Certificate or Permit of Supervisor or Wiremen to work as Supervisor or Wiremen, or Permit of Chartered Electrical Safety Engineer to work as Chartered Electrical Safety Engineer under these rules shall be valid until the certificate or permit holder, attains the age of 65 years. Provided the certificate or permit holder shall submit a medical certificate of fitness, in Form -H, initially and thereafter once in every' five years to extend the validity of the certificate or permit.
9 · Submission of application. - (1) Application for Licence or Competency Certificate to work or Permit to work shall be made to the Office of the Chief/Senior Electrical Inspector (HoD) in Form-A or Form-B as the case may be, along with required documents and fees specified by the State Government.
10 · Documents to be submitted along with application form. - (1) Application for grant of Licence shall be accompanied with following documents, namely: -
11 · Grant of Licence, Certificate and Permit. (1) On receipt of complete application along with requisite document, the Electrical Contractor's licence shall be granted by the Technical Committee after inspection of tools and appliances by the Electrical Inspector or any other member of his staff authorized to do so and also on verification of documents furnished by the candidate the licence may be granted. But, if inspection is not possible within a reasonable time, the Chairperson of Technical Committee may on recommendation of Member Secretary issue a provisional licence, information of which shall be given to the Technical Committee as soon as possible for final decision.
12 · Grant of Duplicate Licence, Certificate and Permit. (1) Application for grant of duplicate Licence, Certificate or Permit shall be submitted in Form-C.
13 · Renewal of Licence, Certificate and Permit. - (1) Application for renewal of Licence, Certificate or Permit along with proof of payment of fees prescribed by the State Government, shall be submitted atleast one month before the date of expiry to the office of Chief/Senior Electrical Inspector (HoD).
14 · Cancellation or suspension of contractors' licence, Certificate and permit. –
15 · Technical committee. -(1) The Technical Committee shall be consist of the following, namely: -
16 · The functions of the Technical Committee. -The Technical Committee shall perform the following functions: -
17 · Meeting of the Technical Committee. (1) The Technical Committee shall hold a meeting as often as required but atleast once in three months, in addition to any other meetings, as its "Technical Committee Review Meeting" to discharge following functions: -
18 · Powers and functions of the Chairperson. - The Chairperson shall have the following power and function, -
19 · Power and Function of the Member Secretary. - The Member Secretary shall have the following power and function
22 · Responsibilities of Electrical Contractors. (1) Test certificate in form-F has to be signed by the supervisor under whose supervision the work has been carried out. has tested the installation and found the work satisfactory and of good quality. It shall be countersigned by the licenced contractor who has employed such supervisor. Without which contractor shall not issue completion certificate for any work to the supplier or consumer or owner or occupier.
23 · Submission of Returns. -(1) The contractor shall submit return on quarterly basis in form -D.
24 · Staff of contractor. -(1) Contractor may engage apprentices for training purposes in which case the total number of apprentices employed by any contractor at any time shall not exceed 25% of his total wiring staff:
25 · Production of Licence, Certificate and Permits. - (1) The holder of a licence, certificate or permit shall produce it for inspection on demand by the Electrical Inspector or his representative or by the consumer or owner for whom he is working or proposed to work
26 · Non -Transferability of Licence, Certificate and Permit. - (1) Licence, Certificate and Permit are non -transferable.
27 · Repeal and saving. - (1) Save as otherwise provided in these rules, the Conditions and Rules for the Grant of Certificates of Competency to Electrical Supervisors & Wiremen and Licences to Electrical Contractors in the State of Rajasthan, 1956 as amended form time to time is hereby repealed.
