3 · 64 Unemployment allowance shall not be paid - 3.6.4.1 Natural calamities such as- 'draught, floods, earthquake etc on'which generally nobody has control overit;, and critical 'conditions like strikes etc. during these days if it is not possible for Gram Panchayats and implementing agencies to provide employment; then the unemployment allowance shall not be paid for the specific period and area as notified by the State Government:

3 · 6.4.2 In case applicant. did not present for work within 15 = days from the date of notice issued by Gram Panchayat or implementing agency:

3 · 6.4.3 In case applicant become absent for more than one week continuously 'or become absent for more than a week in any month, applicant will not have the right to get unemployment allowance for three' _ months; However during this period he can apply for employment:"

3 · 6.4.4 In case' during that period in which applicany or any adult member of his family member's names are enlisted if' the family employment card, and has been working/ has worked.

3 · 6.5

3 · 6.5.1 Unemployment allowance for the first 30 days during the financial year shall be paid at one fourth rate of the minimum wage rate and half the rate of minimum wage for . remaining continuous days: Maximum Iimit of unemployment allowance shall: not. exceed 'total wages of 100 days to be provided to a household at minimum wage rate:

3 · 6.5.2 | Every applicant shall have to submit an application for employment within 15 days before the close of prescribed period to Programme officer through Gram Panchayat for unemployment allowance. Separate application for unemployment allowance for separate period shall be to be submitted:.

3 · 6.5.3 It is necessary to enclose the receipt of application submitted seeking for employment; along with the application submitted for unemployment allowance:

3 · 6.5.4 It shall be compulsory to enclose a certificatel evidence that employment was not provided by the implementing agency when the applicant was present at the work site as directed by Gram Panchayat Programme officer, otherwise:/his : application will be rejected.

3 · 6.5.5 Gram Panchayat shall scrutinizel examine the ` application SO received, and shall fonward to Programme officer with his; comments within 5 days:

3 · 6.5.6 After having taken decision of acceptancel rejection of applications receivved by the Programme officer regarding unemployment allowance within 5 days, shall provide order copy to the applicant, Gram Panchayat and District Programme Coordinator compulsorily:

3 · 6.5.7 In case of sanctioning unemployment allowance Programme offcer shall have to mention reasons on every application for not providing employmentz 3.6.5.8 Disbursement of unemployment allowance should be done in same manner as labour payment is being done:

3 · 6.5.9 There; should not be 'delay in disbursement of unemployment allowance for more than 15 days from the,date on which applicant has got the right to receive the allowance.' If there is any delay then the applicant will have the right to get compensation under Labour Payment Act; 1936.

3 · 6.5.10 Details of disbursement of unemployment allowance shall be sent to District Programme Coordinator every month by Programme officer and a quarterly report stating specific reasons regarding payment of_ unemployment allowance and unavailability of employment shall be sent to Commissioner; Mahatma Gandhi National Rural Employment Guarantee council by the District Programme Coordinator: 19 For Para' 4.1 of tb state 'scheme, following now Para shall be substituted_~zely:-
