No.24021/23/2016-PM-I Government of India Ministry of Home Affairs Police Modernization Division Jaisalmer House; 26, Mansingh Road, New Delhi, dated June; 2017 18 , To AIl State/UT Controlling Authorities in r/o PSAR Act,2oo5. (As per the list) Sub: Issue/ renewal of Licence under the Private Security Agencies (Regulation) Act, 2005 within tirne frame reg; Sir, am directed to state that this Ministry has been receiving grievance letters/complaints that Controlling Authorities are not issuing/ renewing licenses to Privat- Security Agencies within the time frame stipulated under the PSAR Act, 2005 and Private Security Agencies are facing various difficulties/ harassrent in getting their license/renewal of license under PSAR Act, 2005. 2 For grant of license, section 7(4} of PSAR Act states that; "On receipt of an application undei sub- section (1), tne Controlling Authority may, after making such inquiries 0s it considers necessary and eetoining no objection certificate from the concerned police authority, by 0*Jer in writing, either grant a license or refuse to grant th: sam? within & period of sixty duys from the date of receipt of application with complete particulars and the prescribed fee: Provided that no arder of refusa! shall be made unless- (0) The applicont hcs been given @ reasonable opporzunity of being heard; and (b) The grounds on which Jicense i5 refused is mentioned in the order 3 For renewal of license, section 8{2) of PSAR Act states that; "the Controlling Authority shall pass an order on application for renewal of license within thirty doys from tve date of receipt of application complete in all respects; In view cf the above, Vou are requested to ensure the issue/renewal of license to Private Security Agencies within the time frame stipulated under thRule TOC
