GAZ (EXTRA ), JULY 24, 2024 SRVN. 2, 1946 SAKA) HARYANA GOVERNMENT FOOD, CIVIL SUPPLIES AND CONSUMER AFFAIRS DEPARTMENT Notification The 24th July, 2024 No. S.O. 37/C.A. 35/2019/S.102/2024. _ In exercise of the powers conferred by section 102 of the Consumer Protection Act; 2019 (Central Act 35 of 2019), the Governor of Haryana hereby makes the following rules, namely: - Short title and commencement_ 13 These rules may be called the State Consumer Protection Council Rules, 2024. (2 They shall come into force with effect from the dated of their publication in the official gazette. Definitions_ 2 In these rules, unless the context otherwise requires,- Act" means the Consumer Protection Act; 2019 (Central Act 35 of 2019); "Chairperson means the Chairperson of the State Council; "State Council" means the Haryana State Consumer Protection Council established under sub-section (1) of section 6 of the Act; (2) The words and expressions used herein, but not defined, and defined in the Act; shall have the same meaning as assigned to them in the Act: Composition of State Council. 3. The State Government shall, by notification in the Official Gazette, establish the State Council which shall consist of the following members namely; the Minister in-charge of Consumer Affairs in the State Government who shall be the Chairperson of the State Council; Vice Chairman to be nominated by the State Government; the Additional Chief Secretary/Principal Secretary to Government; Haryana, Food, Civil Supplies and Consumer Affairs Department-member. 3 · The State Government shall, by notification in the Official Gazette, establish the State Council which shall consist of the following members namely; the Minister in-charge of Consumer Affairs in the State Government who shall be the Chairperson of the State Council; Vice Chairman to be nominated by the State Government; the Additional Chief Secretary/Principal Secretary to Government; Haryana, Food, Civil Supplies and Consumer Affairs Department-member. Secretary/Special Secretary to Government, Haryana, Food, Civil Supplies and Consumer Affairs Department- Member-Secretary; The Additional Chief Secretary/Principal Secretary to Government Haryana, Development and Panchayat Department, Haryana-member; The Additional Chief Secretary/Principal Secretary to Government; Haryana; Urban Local Bodies Department-Member; Other official O non-official members, not exceeding ten shall be nominated by the Central Government: Three representatives of any other departments/ bodies of the State Government to be nominated by the State Government-Member; Secretary of State Consumer Disputes Redressal Commission, Haryana, Panchkula- Member;

5 · Non-official member may, resign by notice in writing under his hand addressed to the Resignation of Non-Official Chairperson of the State Council: members of State Council.

6 · vacancy caused by the resignation of any non-official member under rule 5 shall Vacancy caused be filled by a fresh appointment from the same category of non-official member by the State by resignation of any Non-Official Government_ Member The person appointed to fill the vacancy caused by the resignation of a non-official member under rule 5 shall hold office only for the period of time that the original non-official member would have been entitled to hold office had the vacancy not occurred_

7 · The State Council may constitute from amongst its members, such working groups Working groups_ as it may deem necessary for the purposes of performing functions under the Act and every working group so constituted shall perform such task as are assigned: The State Council shall entrust to each working group clearly defined tasks which are specified through terms of reference, and which shall also include the time-period within which such task are to be completed. 3 The working groups shall report to the Chairperson_ The findings of each working group shall be placed before the State Council for its consideration. (5) The working group shall cease t0 function on the completion of the task for which it was constituted.
