3 · Eligibility criteria.-
3 · 1. The units/enterprises shall be eligible under the said Policy on the following conditions:-
3 · 1.2. Investment made for establishment of unit in Chhattisgarh during the policy period.
3 · 1.3. Commencement of production/Operation of unit is within the Policy Period.
4 · General Conditions-
4 · 1. The units/enterprises must fulfil the following criteria to avail the benefits under the policy:-
4 · 1.1. In- Principle Approval from State level Single Window Clearance Committee
4 · 1.2. Udyog Aadhar Memorandum or any other relevant registration cettificate issued by the State Govt. for. IvISMEs & Industrial Entrepreneur Memorandum (IEM) Part A/Part B for Large Industries.
4 · 2. The units must ensure start of production/operations within 2 years from the date of allotment of land.
4 · 3. The units should ensure continuous production/operation for a minimum period of 3 years from the date of start of commercial production.
4 · 4. Investor will submit report on progress of project/investment as. below:
4 · 4.1. Quarterly report before Commencement of Production.
4 · 4.2. Annual report after Commencement of Production.
5 · Incentives/Subsidy/Exemptions proposed under the said policy-
6 · Operational/Implementation Guidelines for obtaining In-Principle Approval through Single Window Investment Clearance System.
6 · 1. Single Window Clearance System will facilitate the investors in processing of Investment Proposals, obtaining In-Principle approvals, timely sanction and release of benefits under Policy and any other sanctions required for establishment of unit/enterprise.
6 · 2. CHiPS, the Nodal Agency, will develop a Single Window Investment Portal (SWIP) under the Single Window Clearance System. The SWIP will be a platform for receiving proposals/application from the investors and providing information regarding approval of various processes for establishment of units, incentivesisubsidiesiexemptions etc. under the policy. All Concerned Departments/Agencies will be connected with this portal, so that the application for investment can be received and all approvals/acceptances/rejection letters given by the concerned Departments/Agencies can be made available to the investors through this portal. The investors can also get assistance in resolving their problems through this portal.
6 · 3. Concerned Departments/Agencies shall appoint Nodal Officer for clearance of investment proposals under this policy.
6 · 4. A Common Application Form (CAF) (Annexure A) is being prescribed for receiving proposals for investment. The investor can submit the investment proposal through the Single Window Investment Portal.
6 · 5. Every Investment proposal will be provided with a Unique ID QUID) on registration in the Single Window investment Portal. The investor can communicate with the Department/CHiPS with the help of this ID and can also ascertain the status of its proposal.
6 · 6. The investor shall submit investment-application form duly signed along with online payment of requisite processing fees, as prescribed below for each investment proposal:-
6 · 7. The Nodal Officer of single window shall forward the investment proposal to the CEO, CHiPS along with comments. CEO, CHiPS shall either forward the proposal to the other concerned departments for their opinion or can seek for additional information from the investors. Accordingly the nodal officer shall forward the investment proposal to the concerned Department through Single Window Investment Portal.
6 · 8. Competent authority of department will scrutinize the application and submit their views/opinions along with eonsent/non consent with duly specified reasons, if any.
6 · 9. The Nodal Officer of single window shall prepare a detailed report regarding investment proposal on the basis of opinions received from other departments and shall submit to the CEO, CHIPS within the prescribed time limit.
6 · 10. The CEO, CHIPS shal organize meeting of the Empowered Comm ittee/S tate Level Single Window Clearance Committee. The Committee will accord In-Principle approvals to the investment proposal.
6 · 11. The decision of above committee will be final and binding on all departments. The Joint Secretary/Deputy Secretary, Department of Electronics & IT will issue order regarding In-Principle approval of investment proposals.
6 · 12. The Committee will recommend additional incentives/concessions as requested for large investments with more than Rs.100 crores, if requested by the Investor. Department of Electronics & IT will place the proposal before State Council of Ministers for its approval.
6 · 13. The investor shall apply for approval & release of incentives/subsidies/ exemptions under the said policy in the prescribed format through Single Window Investment Portal along with the required information after obtaining In-Principle approval. The Nodal Officer of the investment proposal & concerned departments shall regularly review the entire process for timely release of incentives to investor. The entire communication between investor and nodal officer will be carried out through Single Window Investment Portal.
6 · 14. The CEO, CHIPS will prepare a quarterly/annual status report on the in-principle approvals and release of incentives under the policy and present the same before the Empowered Committee! SLSWCC. The Empowered Committee/SLSWCC will issue necessary instructions for smooth functioning of the Single Window Clearance System from time-to-time.
6 · 15. The Time limit as mentioned in below table for different process involved in obtaining In-principle Approval through Single Window Clearance System under the Policy is to be strictly adhered and the same will be reviewed regularly by the Principal Secretary/Secretary, Department of Electronics and Information Technology.
6 · 16. After getting an In-principle approval investor can apply for final allotment of land, other approval/No Objection Certificate/Licenses and incentive under the policy in prescribed format through Single Window Investment Portal as and when required.
10 · Recovery. -
10 · 1. if at any stage it is noticed/found, that any beneficiary has availed any incentives / subsidies I exemption I reimbursement /assistance/rebate under the Policy by adopting fraudulent practices or by wrong declaration then:-
10 · 1.1. The sanctions made to unitlenterprise under this policy shall stand cancelled with immediate effect.
10 · 2. The Unit / Enterprise as stated in the above point shall stand ineligible for any further Assistance / Incentive / Subsidy / Exemption / Reimbursement under the policy.
