2 · One subrule-5 in rule-54, one subrule 11 in rule 44, one subrule-10 in rule-6 and one subrule-3 in rule-14 of Bihar Motor Vehicle Rule, 1992 is inserted in following way 614 (3) Driving License shall be sent on the address provided by the concerned driver; through registered postlspeed post, Fee shall be payeble for this under rule-6, but if the driving license sent through registered postlspeed post returns back to the department owing to incomplete address or incorrect address or due to any other reason, then address specified in DL shall have to be changed and fee for change in address and the fee specified in rule-6 for this, shall be charged: 666 (10) For the delivery through post, for every driving license (with smart card), 50 rupees postal cost as specified in subrule-3 of rule-14.' 6654 (5) Registration Certificate shall be delivered at the address provided by the owner of the vehicle, through registered post/ speed post fee specified under rule-44 shall be payable with this, but if the Registration Certificate send through registered post/speed post returns back to the department owing to incomplete address or incorrect address or due to any other reason; then address specified in Registration Certificate shall have to be changed and fee for change in address and the fee specified in rule-44 (11) for this, shall be charged.

644 · (11) For the delivery through post, for every registration certificate (with smart card), 50 rupees as postal cost as specified in subrule-5 of rule-54. This fee shall be charged on the delivery of duplicate copy of driving licenselregistration certificate, renewed driving license and in all such cases in which new smart card has to be issued.
