No.24021/23/2016-PM-I Government of India Ministry of Home Affairs Police Modernization Division) Jaisalmer House, 26,Man Singh Road, New Delhi, dated the 11th May; 2018 To All StatelUT Controlling Authorities under PSAR Act,2005. Sub: Verification of antecedents of Directors, Partners, Proprietors, employees and guards of private security agencies reg: Madam/Sir, The private security services in States/ Union Territories are regulated under the Private Security Agencies (Regulation) Act; 2005 [PSAR Act]: The States/Union Territories have also framed Rules under PSAR Act; 2. In recent times, it has been brought to the notice of this Ministry that the Controlling Authorities appointed under the PSAR Act in States/UTs face difficulties with consequent delays in issuing/renewing the license to Private Security Agencies within the time frame stipulated under the PSAR Act. One of the reasons for this is the time taken in verification of character and antecedents of Directors, Partners or Proprietors 3. You are aware that the Crime and Criminal Tracking Network and Systems (CCTNS) has been made fully operational in all the States/UTs. While processing the applications of issuelrenewal of licenses , the Controlling Authorities in States/UTs are advised to utilize the CCTNS database for verification of character and antecedents of personnel related to private security agencies to overcome these difficulties and resultant delays. This will assist Controlling Authorities to expeditiously process the applications of issuelrenewal of licenses: Controlling Authorities are also advised to utilize the CCTNS database for verification of character and antecedents of the private security guards and supervisors.
