2 · They shall come into force on the date of their publication in the Official Gazette.
4 · Number of posts, classification and level in the pay matrix _ The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.
5 · Method of recruitment; age-limit; qualifications, etc ~ The method of recruitment, age-limit; qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule:
8 · Procedure for screening in case of direct recruitment: (1) The procedure for screening in case of direct recruitment shall be following; namely: -
2 · Director Member; 3. Deputy Secretary Member. (ii) the screening committee for posts of level-8 and below shall consist of: 1. Director Chairman; 2. Deputy Secretary Member; 3_ Under Secretary Member. (2) Absence of any of the member of the screening committee shall not invalidate the proceedings of the screening committee.
9 · Procedure for screening in case of appointment by deputation. (1) The procedure for screening in case of appointment by deputation shall be following, namely: - (a) the Commission shall invite applications for the vacant posts through an advertisement on all India basis; (b) the applications received shall be screened for eligibility by screening committee constituted by the Chairperson; C) the screening committee for posts of level-9 and above shall consist of: 1_ Member-Secretary Chairman; 2. Director Member; 3. Deputy Secretary Member. (ii) the screening committee for posts of level-8 and below shall consist of: 1. Director Chairman; 2. Deputy Secretary Member; 3_ Under Secretary Member. (2) Absence of any of the member of the screening committee shall not invalidate the proceedings of the screening committee_
10 · Period of deputation. _ (1) The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall be three years from the date of beginning of the deputation and the period of deputation may be extended upto five years with the approval of the Chairperson of the Commission, and beyond five years and upto seven years with the approval of the Minister for Ministry of Environment, Forest and Climate Change.
11 · Conditions of service: (1) The conditions of service of the officers and staff of the Commission in matters of pay, joining time, joining time pay, allowances, leave, provident fund, age of superannuation, travelling allowance and leave travel concession, and retirement benefits, and other conditions of service, shall be regulated in accordance with such rules and regulations as are for the time being applicable to the employees belonging to the corresponding level in the pay matrix of the Central Government.
2 · Notwithstanding anything contained in sub-rule (1), prior approval of the Chairperson of the Commission or any other Member of the Commission authorised by the Chairperson in this behalf shall be required for official visits abroad to be undertaken by officers and staff of the Commission.
6 · The officers and staff of the Commission other than those on deputation shall be entitled Group Insurance as per the scheme to be formulated by the Commission in consultation with the Central Government:
8 · The officers and staff of the Commission who are not on deputation shall be governed by the National Pension System.
9 · The officers and staff of the Commission who are on deputation shall be eligible for pension and retirement benefits, if any, as are available to them in their parent Ministry o Department Or Organisation:
12 · Residuary provision:- Matters relating to the terms and conditions of service of the officers and staff of the Commission with respect to which no express provision has been made in these rules O such provisions have not been made by the Central Government; shall be referred by the Commission to the Central Government for its decision.
13 · Saving: _ Nothing in these rules shall affect reservation; relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex- servicemen_ the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard.
14 · Powers to relax: _ Where the Central Government in consultation with the Commission, is of the opinion that it is necessary Or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons_

2 · Minimum three years' experience in the field of finance or accounts in the Igovernment or statutory bodies O public sector undertakings: Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or other organisation or department of the Central Government or State Governments or Union territory administrations or autonomous or statutory bodies shall ordinarily not exceed three years Note 2: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
