14 · (1) Every special order issued, before the commencement of this Valida - Act, by the President in regard to the allowances; expenses (including tion: medical expenses} or privileges of any Governor (other than the Gov- ernor of Nagaland) shall, notwithstanding that such order was made with retrospective effect, OT is inconsistent with any general order issued under any Jaw with respect to those matters, be as valid and efective a5 if such special orde formed part of this sub-section and this sub- section bad been in force at all material times:
