REGuLATions NOTIFICATION New Delhi, the 23rd June, 1981 G.S.R. 618.-n exercise ofthe powers conferred by sub- section (2) of section 32 of the Sree Chitra Tirunal Institute of Medical Sciences and Technology, Trivandrum Act; 1980 (Act 52 of 980) the Central Governmenthereby makes the following regulations namely Short title ad commoncement: These regulations may be called the Sree Chitra Tirunal Institute tor Medicel Sci - ences and Technology, Trivandrum Regulations, 1981 . (ii) They shall come into force a1 once. 2 Detinitions _ In these regulations unless tho context otherwise requires (a) "Act" means the Sree Chitra Tirunal Institute tor Medical Sciences and Technology; Trivandrum Act; 1980 (Act 52 of 1980) . (b) "Chairman means the Chairman of the Governing Body of the Institute: (c) "Director means Director of the Institute. (d) "President' means President of the Institute. (e) "Member" means member of the Institute. (t) "Rules means the rules made by the Central Govern- ment under section 31 of tha Act. (g} "Schedule means Schedule of these rogulations: (h) "Section means a section Of the Act "Standing Committee and Ad-hoc Committee 'means the standing and ad hoc committee constituted under sub-section (5) of section 10. 3. Time and Place of Meeting of Institute ~~The Institute shall ordinarily hold its meetings in Trivandrum as many times as the President may determine, provided that an annual general meeting of the Institute shall be held every year 18 Power t0 Call a Meeting of the Institute. ~~The: Presicent may, atr any time. call meeting of the Ingtitute and shall do if So requisition for that purpose is presented to him in writing bv not less than seven members specifving the subject of the meeting' proposed to be called. 5. 3 · Time and Place of Meeting of Institute ~~The Institute shall ordinarily hold its meetings in Trivandrum as many times as the President may determine, provided that an annual general meeting of the Institute shall be held every year
5 · Notice tor Meetings of the Institute, (i) Not less than tourteen clear days notice in writing of every meeting of the Institute shall be given to each member who is for the time being in India:
10 · Recording of Business: ~() A record shall be main - tained of all business transacted by the Institute: (ii) All decisions ot the Institute shall; as far a8 possible. be rocorded in the torm ot rosolutions and 8n entry of such decisions in the book of proceedings of the Institute shall be conclusive evidence ol the fact that such decisions wore taken by the Institute. (ili) Proceedings of the Institute shall be circulated among its members within four weeks of the meeting and if any com- ments are recaived within stipulated time they shall be incor- porated suitably subject to the approval of the Prosident and r9-issued as final proceedings. 11. Constitution of Governing Body: -The Governing Body of the Institute shall consist of the tollowing members. namely:- (i) The President ot the Institute. Chairman; (i) The member of the Institute representing the Depanment of Science ard Technology, Govern - ment 0f India;
15 · Quorum ~() No business shall be transacted at meeting 0fthe Governing Body unless at least five member5 are present:
16 · Presidency over Meetings of Governing Body: ~(i) The Chairman shall preside ovar every meeting of the Govern - ing Body: (ii) If the Chairman is not present at any particular meeting the members present shall choose one from among themselves; to chair that meeting:
17 · Transaction of business by circulation o papers -_(i) Any business which may be necessary for the Governing Body to transact, may, it the Chairman s0 directs, be dealt with by circulation of the papers Sent under registered cover t0 all the members far the time being in India et their usual address, 'and any resolution so circulated shall be so effectual and binding as if the resolution has been passed at a meeting of the Govern- ing Body, provided at least five members have accorded their approval tO the resolution.

22 · Travelling and daily allowance to be paid to the 'Presi - dent and members of Institute, Governing Body ad Standing and ad-hoc Committees The President and Members of the Institute , Chairman and members of Governing Body and Members of various Standing and Ad-hoc Committees, who are not employees of the Institute shall be paid travelling allow ance, daily allowance and hospitality charges at rates as applicable t0 members of the Governing Body of Sree Chitra Tirunal Medical Centre Society before the commencoment ot the Act until altered by the Insticuto. 23. Facility for President - The President may be provided secretarial assistance 85 necessary and facilities such a5 stenographer, telephone, postage and stationery a[ the ex- penses of the Institute for effective discharge of his functions:
24 · Powers and duties of Director: (i) The Director shall be the chiet academic and executive officer of the Institute and shall exercise such powers' and discharge such functions a5 are specified in Schedule IL:
26 · . Admission to courses of studies:_ Reservation of seats for candidates belonging to Scheduled Castos, Scheduled Tribes or other categories of persons shall be made in accordance with the relevant orders issued by the Central Government trom time to time.
27 · Conduct of Examinations. ~(I) Such number of supor- visors, investigators and other staff 2s may be necessary tor conducting the entrance and professional examinations of the Institute, may be appointed by the Director and remuneration
