15 · Dearness Allowance (a) Dearncss Allowance shall be payable for evcry Iise 0r fall of 4 points over 1[48 points in the quarlerly avcrage ol thc All India Avcrage Working Class Consumcr Price Index (General) Basc 1960 [(O (b) Dearness Allowance shall be payablc as per the following rates (i) ' 0.35% of 'pay' up to Rs. 480(/- plus (ii) 0.29% of 'pay' above Rs. 4800/- to Rs. 7700/- plus (ii) 0.17% of 'pay' above Rs. 7700/- to 8200/- plus (iv) 0.09% of 'pay' above Rs. 8200/. [6. House Rent Allowance Whercas an olficer is not provided with any residenual accommodation by the Bank. he shall be eligible for House rcnt allowancc at the following rates
4 · 5% of basic pay subject to maximum of Rs. 335/- p.m: 3,5% of basic pay subject to maximum of Rs. 230/- p.m

24 · Kinds of Leave Subject lo the grant ofleave being dctermined by the exigencies of service. an olficcr shall be eligible [or the following kinds of leave:_ (a) Casual Leave (b) Privilege Lcavc (C) Sick Lcavc (d) Special Sick Leave (e) Maternity Lcavc (f) Extraordinary Lcare on loss of pay (g) Special Casual Leave and Special Leave 25 . Casuau Leave (I) An officer shall be eligiblc for casual leave On Iull cmoluments for 12 working days i1 a ycar provided that not more than four davs casual leave may be availed of at any one time (2) Casual Lcavc nOl avalled of in any year may be suffixed Or prefixcd to sick leave in thc following year. 26. Privllege Leave (1) An Ollicer shall be eligible for priv ilcgc leave computcd at one day for every 1 l days of sen ice on duty providcd that

39 · Provident Fund (1) Every Officer shall become a member of therprovident fund constituted by the Bank, unless he is already a mcmber of that fund &nd shall agrce to bc bound by thc rules governing such fund (2) The Bank shall contributc to thc Provident Fund in accordance with the rules governing the Provident Fund, from timc to time, provided that the amount contributed by it shall not be more than 10% of pay of the officer: 40. Gratuity (1) Every officer shall be eligible for gratuity on: (a) Retirement (b) death (c) Dsablement rending him unfit for further service as certified by a Medical Officer approved by the Bank, Or (d) Resignation after completing 10 years 0f continuous service, Or (c) Termination of service in any other way except by way of punishment after completion of 10 years of scrvice. (2) The amount of Gratuity payable to an officer shall bc one month's pay for every completed year' of service in the Bank, subject to maximum of 15 month's-pay. Provided that wherc an olficer has completed more than 30 years of service, hc shall be eligible by way of Gratuity for an additional amount at thc rate of one half of a month's pay for each completed year of service beyond thirly years_ Provided further that &n officer, who has been appointed in thc Bank's service from Reserve Bank or any Other institulion approved in this bchalfby the Chairman and Managing Dircctor, shall be eligible for the gratuity at the rate provided hereinabove for thc period ofhis service in thc Reserve Bank Or any such institution prior to the date of his appointment in the Bank provided he had not bcen paid gratuity for such period by his parent inslitution and such institution has agrecd to remit thc proportionate amount to the Bank Providcd also that an officcr, who has been appoinlcd in the Bank's service from Reserve Bank or any other institution approved in this behalfby the Chairman and Managing Director, shall be eligible to takc into account the services rendered by him in thc Reserve Bank or any such institution prior to the date of his appointmcnt in the Bank for the purposees of clauses (d) and (e) of sub-regulation (1) provided that he had not been paid gratuity for such period by his parent institution. Notc; If the fraction of servicc beyond completed years of service is six months or more, gratuity will be paid prO-rata for thc period CHAPTER IX TRANSFERABLLITY 41. Transferability Every Officer is liablc for transfer to any office or branch of the Bank O to any place in India: 42. Every officer shall be availablc for Bank's duties at any Lime of the day. 43. Joining time on transfer: (i) An officer shall be eligible forjoining time on one occasion, and not excceding scven days, exclusive of thc number of days spent on travel, to enable him: (a) to_ join a new pOSt to which he is appointed while on duty in his old post; or (6) to join a new post on return from Icave_ (ii) During thc joining time an officer shall be eligible to draw the emoluments as applicablc to thc place of transfer. (iii) In calculating thc joining time admissible to an officer, the day on which he is relieved from his old post shall be excluded, but public holidays following the day of his relief shall not be included in compuling thc joining time. (iv) No joining time shall be admissible to an officer when thc transter docs not involve & posting to a diffcrent place. ) No joining time shall be admissible to an officer whcn his posting is Ofa temporary nature, irrespcctive of the fact that the posting is to & place or station other than the one at which he is permenently posted
44 · Power to implement regulations The Chairman may front time to time, issue such instructions or directions aS maly, in his opinion; be neccssary for giving cflccl to or carrying out the provisions of thesc regulations 45. Interprctation of service" In intcrprcling any of thcse regulations_ unless the contexl otherwisc requlres. scrvice ofan officcr, shall bc rcgarded aS including his servicc in the Bank prior to the datc Qf coming inlo force of thcsc regulations. 46. Repcal and Saving (T) Any Scheme. ordcr or circular issucd by the Chairman govcring any maltcr relating to appointmenL promotion, lcave nules, mcdical schemc, conveyance schcme, residcnlial accommodalion shccnic and other perquisites shall ceasc l0 have effect OIL the appoinlcd day. (2) Nothing in sub-rule (1) shall affect thc validity ofanything donc or any claim arising prIOr tO the appointed day - OII any maltcr rclating to scrvice of officcr ol the Bank. 47. Interpretation Ifany qucslion arises as to Lhe application Or interprctalion ofany of these regulatons, it shall bc relerred l0 the Board for its decision Anner CRITERIA/GUIDELINES FOR PREMATURE RETIREMENT OF OFFICERS UNDER REGULATION 13(2) OF NATIONAL HOUSING BANK (OFFICERS' SERVICE REGULATIONS, 1997 Criteria/Guidelines The special Comittee/s will take Into consideration lhe following points whilc consdcring the cascs of officers for prc-mature retircmcnl under Rcgulation 13(2) = (4) Thc recommendalions for prc-malure retircment would bc On any of thc following grounds: (a) Officers whose integrily is doubtful. (b) Officcr whlo are found L0 be In clfcclivelin-cfficienl in performing thcir dulies espccially during last ycars_ (c) Officers who havc developed physical limitations/in-capacilalions which alfect thcir performance to # sufficient degrec and officcrs suffering from sertous diseases which affect pcrlormance and endangcr the healllyfitness of othcrs around In the office. (d) Any othcr case, which Special Committee may in its opinion consider suitable for rccommending for pre-maturc rctiremenl; However; the above critcria/guldelincs will not bc used/madc applicablc lo (he cascs (a) Where the concerned officcr is retiring O Superannuation within one year frorn the datc Of considcralion of his case (6) To retire an Olficer 0 the grounds 0f specific act O[ ns-conduct aS & shOIl cut o iniliating formial disciplinary acuon. (c) To reduce thc surplus officcr Or aS # mcasure of effccting general economy (d) Where the revicw for the concered oflicer was oncc nlade and the Special Committccls had rccommendcd 1n favour of his continuing in [he service, such cases will not be taken up again for revicw at any tinic tIll hc/she is retircd on superannuation: (e) While cntire servicc record of an officer would be considcred at thc time of review, no Ollicer should ordnarily be retired 0.1 (he grounds Of 1neffectivcness ( /) (b) above Ifhis/her service during last 3 years has been found satisfac - lory or hclshe is promoled during lasl 3 years and his/her performancc in the higher post has been found satisfac- ory (3) The Special Commilleels for dcciding pre-malure retircmcnt of officcrs constiluled by thc Board of Dircctors shall be as Under: Cutegory of Officers Special Committce a.
