Section 2

[Provided that if for some reason beyond the control of the State Government, it is not possible to hold or complete the general election to a local body or to notify its reconstitution before 31st day of December, 1964, the State Government may by notification in the official Gazette direct that in relation to such local body this section shall have effect as if for the words and figures "thirty-first day of December, 1964 " the words and figures "thirtieth day of June, 1968 " were substituted. ]
