47 · (1) Every Statute, Ordinance or Regulation made under this Act shall be published in the Official Gazette. (2) Every Statute, Ordinance or Regulation made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament while it is in; for a total period of thirty days which may be comprised in one session or in two or more successive session; and if, before the expiry of the session immediately following the session or the successive session aforesaid, both Houses agree in making any modification in the Statute, Ordinance or Regulation or both Houses agree that the Statute; Ordinance or Regulation should not be made, the Statute, Ordinance or Regulation shall thereafter have effect only in such modified form or be ofno effect; as the case may be; SO, however; that any such modification or annulment shall be without prejudice to the validity of anything previously done under that Statute Ordinance or Regulation. (3) The power to make Statutes, Ordinances or Regulations shall include the power to give retrospective effect from a date not earlier than the date of commencement of this Act; to the Statutes, Ordinances or Regulations or any of them but no retrospective effect shall be given to any Statute; Ordinance or Regulation so as to prejudicially affect the interests of any person to whom such Statute, Ordinance or Regulation may be applicable

Council Powers and functions of the Executive Council The Executive Council shall have the power 'ofmanagement and administration of 13. (1) the revenue and property of the University and the conduct of all administrative affairs of the University not otherwise provided for: (2) Subject to the provisions ofthis Act; the Statutes and the Ordiancesthe Executive Council shall, in additions to all powers vested in it have the following powers; (arfretreate teaching and academic posts , to determine the number and emolu ments of such posts and to define the duties and conditions of Service of Professors; Readers, Lecturers and other academic staff and Principals of Colleges ad Institutions maintained by the University : Provided that no action shall be taken by the Executive Council in respect of the numbec; qualifications and the emoluments of teachers and academic staff otherwise than after consideration of the recommendations of the Academic Council; (ii) to appoint such Professors; Readers, Lecturers and other academic staff as may be necessary, and Principal of Colleges and Institutions maintained by the University on the recommendation ofthe Selection Committee constituted for the purpose and to fill up temporary vacancies therein; (iii) t0 create administrative, ministerial and other necessary post and to make appointments thereto in the manner prescribed by the Ordinances; 24
